| 通过对企业实施资本经营情况的概述，深入分析了在实施过程中存在的思想观念落后、政府对企业资本经营的干预过多、功能上的不适应、技术和人才短缺以及政府法规的不完善等问题。指出我国要成功实施资本经营应从以下几方面着手：①转变政府职能，增强国家宏观调控功能；②通过股份制改造，建立企业资本经营机制；③培育和发展资本市场；④建立规范化的投资银行。 |

| Abstract: |
| Through generalizing the primary situations of firms capital operating in
China, the paper has analyzed some problems, such as, thoughts which is not fit for the
needed situation, excessively interfering firms capital operating, shortage of techniques
and talents, imperfect regulations of the government, etc. Currently, we should start
from the following aspects: a. Transferring functions of the government and
strengthening macro-control functions. b. Establishing the mechanism of firms capital
operating though transforming the stock systemic. Cultivating and developing capital
market in China. d.Establishing the standard investment bank. |
