| 经分析论证，西藏粮食的结构性短缺和城镇居民对粮食的需求，靠“一江两河” 农业开发无法解决；种植业内部结构调整应逐渐压缩青稞面积，以满足该区藏民族的民食习 惯、游牧特点和青稞酒的原料需求为标准，增加小麦的种植面积；开发不等于开荒，本区开发 的重点是现有耕地，而不是开荒扩大耕地面积。 |

| Strategic Measures for Agricultural Development in the Area along the Yaluzanbu River and its Two Tributaries in Tibet |

| Abstract: |
| The analysis in this paper showed that the development of the area along the Yaluzanbu River and its two tributaries cannot solve the problems of the structural shortage of grain and meet the grain requirements of the residents of the cities and towns. The structural adjustment of crop planning should be carried out with the gradual decrease of highland barley to satisfy the dietetic custams and meet the raw material requirement for highland barley saki and the increase of the planting area of winter wheat; the development here does not mean the opening up of the wasteland. The key work of the development is to improve the present cultivated land, not to open up the wasteland and enlarge the cultivated land area. |
