| 本文从分析陕西省农民收入变动和结构入手,通过陕西与全国和兄弟省份纵横对比,揭示了陕西农村经济发展迟滞的原因:起步阶段“内伤”未愈,“元气”不足;农村工业起步晚,基础差,不平衡;农业生产底子薄,水平低,内部结构不合理;生产费用高,经济效益差;观念落后,竞争意识不强,商品经济不发达,农村经济发展缺乏活力。并在此基础上,粗线条地提出了振兴陕西农村经济的对策。 |

| By analysing the changes and the constitution of peasant incomes in shaanxi province and comparing them with those cf other provinces both vertically and horizontally , this paper reveals the causes for the stagnancy of the rural economic development in shaanxi, which are. "Internal injuries" not fully healed and lack of "vitality" at the beginning stage; late start of rural work, poor foundation and imbalance; poor economic background, low level of development and irrational internal structure for agricultural production; high production cost and low economic returns, outmoded ideology, lack of the sense of competition, thus underdeveloped commodity economy and shortage of vigour in rural economic development, based on which the rough-and ready counter-measures were put forward to vitalize rural economy in Shaanxi province. |
