四川省单季稻暴雨洪涝灾害风险区划

摘要:
【目的】分析四川省单季稻暴雨洪涝灾害的风险水平,为调整当地水稻种植规划和防灾减灾提供参考。【方法】利用1961-2017年四川省单季稻主产区123个气象观测站观测数据,46个农业气象观测站30年(1986-2015年)观测资料,结合四川省气候区划结果将四川省单季稻主产区划分为7个区域,确定四川省单季稻暴雨洪涝灾害敏感期(拔节期-孕穗期、孕穗期-抽穗期和抽穗期-成熟期),最终根据农业气象灾害风险理论,从灾害风险的致灾危险性、承灾体脆弱性、承灾体暴露度和防灾减灾能力4个因子出发,构建四川省单季稻暴雨洪涝灾害风险区划指标体系,对四川省单季稻不同生育期的暴雨洪涝灾害风险进行评估和区划。【结果】四川省水稻暴雨洪涝灾害高风险区主要集中于暴雨日数及暴雨洪涝发生频率较高的3个区域,一是盆中丘陵区西南部,二是盆中丘陵区西北部,三是盆东平行岭谷区;低风险区主要位于四川省的南部和北部,该区域暴雨危险等级中等或偏轻,山地多,地形起伏大,当地水稻种植率低;其余地方为中等风险区。【结论】四川省水稻暴雨洪涝灾害以中、低风险区域为主,高风险区主要集中在四川三大暴雨区。

Refined risk zoning of storm and flood disasters for single cropping rice of Sichuan

Abstract:
【Objective】This study analyzed flood damage risks to rice planting in Sichuan to provide basis for adjusting rice-planting,disasters prevention and damage reduction.【Method】Based on observation data through 1961-2017 at 123 meteorological gauges in the main rice producing areas,observation data at 46 agricultural gauges for 30 years and climate mapping of Sichuan,the main rice producing areas were divided into 7 districts.The sprouting-booting period,booting-head sprouting period and head sprouting maturing period were determined as three most critical periods to flood damages.According to the agrometeorological disaster risk theories and 4 factors of disaster risk,exposure,vulnerability and disaster prevention measures, the flood risk mapping indices and risk evaluation of Sichuan single cropping rice were obtained.【Result】The high-risk areas located in three rainstorm centers of Sichuan including southwest of basin-hill district,northwest of basin hill district and equal ridge-valley region of eastern basin.The south and north Sichuan had low flood disaster damage risks with low rainstorm levels,uneven terrain and limited rice planting.Flood damage risks of rest areas were at medium levels.【Conclusion】Main single cropping rice producing areas in Sichuan had moderate flood risks,and high-risk areas located in three rainstorm centers of Sichuan.
