基于熵权的水资源配置和谐性模糊综合评价模型的建立及应用

摘要:
【目的】针对水资源配置的后效性评价难以全面度量的问题,建立了基于熵权的水资源配置和谐性模糊综合评价模型,对区域水资源的配置情况进行全面分析,为区域水资源的合理开发利用和管理提供参考。【方法】建立以水资源系统、经济、社会、生态为目标函数的水资源配置和谐性模糊综合评价模型,采用熵权法对模型进行求解,并以西安市各县区2010年的水资源统计资料为研究对象,对西安市各县区的水资源配置进行了评价。【结果】利用建立的基于熵权的水资源配置和谐性模糊综合评价模型,对西安市各县区水资源配置情况的评价结果表明,西安城区、周至县、户县、长安县、蓝田县、高陵县、阎良区、临潼区的水资源配置和谐等级依次为一般和谐、一般和谐、和谐、和谐、一般和谐、和谐、不和谐、一般和谐。综合分析认为,西安市各县区2010年水资源配置整体比较和谐,但局部地区和谐水平较低,需要采取一定有效的管理、解决办法。【结论】基于熵权的水资源配置和谐性模糊综合评价模型计算过程简便,可操作性强,评价结果客观合理,可为大部分地区的水资源配置评价提供借鉴。

Abstract:
【Objective】Aiming to solve the difficulty in measuring the superiority of region water resources allocation,an entropy fuzzy comprehensive assessment model was established to evaluate the degree of water resources allocation and provide reference for comprehensive analysis and rational development of water resources with the most strict management.【Method】The comprehensive assessment model for harmony of water resources allocation including the water resources system,economy,society,and ecology was established and the entropy weight method was used to solve the model.Then,the water resources in 2010 in Xi’an was studied as an applicative example.【Result】The fuzzy comprehensive assessment model for harmony of water allocation based on entropy weight was established and used to evaluate the water resources of Xi’an in 2010.The harmony degrees of Xi’an,Zhouzhi county,Huxian county,Chang’an county,Lantian county,Gaoling county,Yanliang county and Lintong county were medium harmony, medium harmony,harmony,harmony,medium harmony,harmony,bad harmony and medium harmony,respectively.Generally,water resources allocation in Xi’an was harmonious,but some countries were low in harmony and effective measures were needed.【Conclusion】Fuzzy comprehensive assessment model for harmony of water allocation based on entropy weight was reasonable,easy in calculation and feasible in practical work for most regions.
