| 摘要: |
| 通过对我国当前财政支农体系中存在的问题及成因的分析，提出了建立财政支农新体系的政策建议，即①提高财政收入能力，确保财政支农资金规模不断增加；②加强农业基本建设投资，实现农业可持续发展；③加大农业科教投入，实施“科教兴农”战略；④加强间接调控，搞好重点建设；⑤强化监督机制，提高资金到位率。 |

| By analizing the problems and causes existing in our current finance support system to agriculture,the thesis presented some measures to set up a new one:①enhancing the expansion of finacial sources and ensuring the increasing growth of goverments’s financial support to agriculture;②enlarging the investment in agriculture infrastrure and realizing the sustainable development in agriculture;③enlarging the investment in agriculture science and education adn implementing the strategy of science and education to boost agriculture;④strengthening indirect control and making the key construction going well;⑤intensifying the monitoring mechansim and improving the degree of the money using. |
