| 为减缓三门峡库区生态、环境、社会灾害而实施了渭、洛河下游近期治理工程,对其进行的后评价认为:渭、洛河下游近期治理工程基本达到了工程规划的目标,改善了当地环境,减缓了灾害的发生,为当地居民生产、生活创造了基本条件。通过工程的前期工作评价、经济评价、影响评价和目标评价分析,认为该工程有良好的环境效益和社会效益,但财务效益较差;工程是因险因急而设的治标项目,需不断投入才能持续缓解当地灾害的发生。本研究基于实测资料建立的防洪工程效益和河道减淤效益量化计算方法,可为以防洪效益、生态效益为主的工程效益计算提供借鉴。 |

| The post evaluation of Wei and Luo River downstream regulation project |

| Abstract: |
| To relieve the ecological,environmental and social problems,the Wei and Luo river downstreams were regulated recently.The paper is post evaluation,including four parts of project assessment.It also touches upon benefit calculation of the project's flood control and sediment.The new approach to assess the flood control project's benefit is also proposed. |
