| 经济林树种大多具有很强的生命力,发展经济林能有效控制水土流失、改善生态环境、促进农民增收和农村经济发展。改革开放以来,干旱和半干旱地区经济林产业化建设取得了一些成效和经验,但也存在一些问题,主要表现为缺乏长远规划和统一安排,整体布局、生产结构不尽合理,科技含量不高,单位面积产量低,产业化程度低,综合效益低下。针对存在的突出问题,应加强政策引导,机制激励,动员社会力量从事经济林产业建设;并进一步深化体制改革,转变政府职能,为经济林产业化建设创造良好环境;同时应注意科学规划,合理布局,规模建设,加大科技支撑力度,实施名牌战略。 |

| Discussion and suggestion on further development of economic forest in west China |

| Abstract: |
| It is of great significance to fulfill the industrialization of economic forest in West China,for its functions of prevention soil and water from erosion,improvement of environment,enhancement of farmer's income.Although there are gained experience and lessons of industrialization in arid and semi-arid area since the implentation of opening and reform policy.The facing projected problems are:shortage of united plan and arrangement;unreasonable structure of production;low content of sci-tech;low productivity and low efficiency.After detailed investigation and the study,the paper submit four strategic measures : mobilizing social force to engage in the construction of economic forest by policy induction and mechanism encouragement;deepening the system reform and transforming government function to create a fine condition for development of economic forest;planning and designing scientifically in scale sound;strengthening the science and technology input,implementing famous-brand product strategy. |
