| 分析表明，由于商品粮基地运行的市场环境、国际经济环境发生了转变，因而在支持商品粮基地发展过程中，中国再不能沿用传统的和以直接拨款为特征的财政投资模式，而应该建立一种以提高投资导向效应为特征的“三位一体”财政投资目标模式。按照该目标模式的思路与要求，今后财政支持商品粮基地发展的投资重点主要应集中在基础设施建设等5个方面。同时，可以选择和运用政府投资—政府管理、政府投资—政策性金融机构介入—分类管理、政府补助—乡村组织和农户及其相关产业组织管理、政府补贴—商业银行介入—乡村组织和农户及其相关产业组织管理、政府补贴—保险公司介入—乡村组织和农户及其相关产业组织管理等5种财政投资运作模式。 |

| The analyses of this paper indicate that under the new background of Chinese entering to WTO and with the situation of supply surplus of grains,China should establish a new target model of government investment system and in this system the government investment should be concentrated in five important fields to enhance the guiding effects of the financial investment in supporting development of marketable grain base.Meanwhile the governments also need to establish five specific operating models of government investment in supporting the development of marketable grain base. |
